Photo Contest Winner!

Congratulations to Clifton Ware for his winning photo in our Sights of Saint Anthony Village Photo Contest. His captivating photo of a beautiful sunrise over Salo Park was a standout entry. City Snow Plows Receive Cool Names! 
Thank you to Community Services Pre-School, for helping to name "Candy the Snow Plow" this year. Our great Public Works crew brought the plow over to City Hall to talk about snow plow safety with the kids. We also asked City residents to help name a plow. We had over 50 entries, City staff voted and the winning name, "Fast & Flurrious," was submitted by Lily Drewes. The winner received a photo with the plow and crew as well as a tour of Public Works.  Look for your favorite snowplow on our city streets this winter. Stay back and stay safe!

How are Village property taxes used? 

Understanding the General Fund.

City property taxes are the main source of revenue for most cities; for Saint Anthony Village, 75% of operating revenues come from property taxes. The property tax statement that is sent from the county that you live in also includes other taxing jurisdictions, such as the county itself, the school district that serves your area, the watershed district, and other special districts in which the property is located.

Property taxes are based on home valuation. The median valued home for Hennepin County homes in Saint Anthony Village for 2025 was $405,300. For a property at this value, the City’s portion of the tax bill for 2026 will be $2,843. This is apportioned between the following: General Fund: $1,996 (70%), Debt and Infrastructure Levy: $690 (24%) and Capital Improvement Levy: $157 (6%). The General Fund supports the main operations of city services. This portion of the levy is distributed as demonstrated in this pie chart. 

A detailed budget as well as the steps in the budget process are posted on the City website.

CITY PLANNING

New Framework for Rental Housing
The City has been studying housing topics in Saint Anthony Village over the past few years, working toward several goals. These goals include promoting affordability, maintaining a balance of low- and high-density housing opportunities, maintaining a balance of owner- and renter-occupied housing, and preserving housing and neighborhood character.  

Understanding NOAH
The City Council has noted that while rental housing can be a valuable tool for helping with affordability, it can also limit homeownership opportunities in the community. Saint Anthony Village is a highly attractive community. As our residents decide to make their homes available for sale to new residents, the Council has found that the concept of “NOAH” – Naturally Occurring Affordable Housing, helps maintain the balance between ownership and rental occupancies. In the Village, approximately 59% of the total number of housing units are owner-occupied. Only about 44% of the units are single family detached housing – a number that is below the average in Hennepin and Ramsey Counties (48.5%).  

New framework for rental housing requirements
In pursuit of these goals, the City Council recently adopted two ordinances that create a new framework for regulating rental housing in the community. 

The first ordinance creates a set of procedures and requirements for rental housing licensing and maintenance. 
These changes are largely administrative in nature, updating and clarifying existing code. This ordinance applies to any rental housing, including single and multiple family units.

The second ordinance makes more substantive changes, primarily related to single family rental housing, in three general categories: 
1. Places a cap on the number of single family homes any one person can own (or share ownership) that are licensed for rental occupancy. The ordinance prohibits an individual from seeking a single family home rental license when that person already has ownership interest in four or more rental single family homes. This section’s purpose is to limit widespread corporate purchasing of single family homes and converting them to rental occupancy, a concern in several nearby communities.

2. Creates a cap of rental single family homes at 4% of all such homes, and establishes an approximately 4% threshold in each of four zones in the community, as follows: 
(a) North of 37th Street NE;
(b) from 33rd Street NE to 37th Street NE
(c) from 29th Street NE to 33rd Street NE; and south of 29th Street NE. 

Current single family house rental numbers are just below 4% in each of these zones. This section’s purpose is to avoid erosion in single family homeownership opportunities throughout the community, and ensure rental homes are not overly concentrated in any one neighborhood. 
 
 3. Finally, the ordinance clarifies prohibition on short-term rental housing. The ordinance creates a narrow exemption for existing licensed short-term rental homes owned by landlords whose homestead is adjacent to the short-term rental home. As rental licenses are granted annually, all rental property owners are required to apply for renewal licensing in the spring, at which time 
the City will enforce its ban on further short-term rental usage. Again, the purpose of this section is to maximize the availability of single family housing for homeownership.

Promoting thriving, livable neighborhoods
As with all change, the City will continue to monitor rental and ownership housing balance, and work toward ongoing balance for all housing types and opportunities. Other efforts addressing affordability are ongoing and under study, continuing the Village’s long-standing interest in promoting thriving, livable neighborhoods.

HOLIDAY TREE DISPOSAL – Aspen Waste will pick up trees at no charge for residents under the City Single Hauler Contract. To have your tree picked up, bring it to your curb Jan. 1 through Jan. 15. Be sure to remove all decorations, lights, tinsel and tree bags. (Flocked trees are not accepted.)
  
ASPEN WASTE SERVICE REMINDER
 •   Be sure to clear snow and ice from around your carts.
 •   Do not place carts, bulk items or your holiday tree in snow banks.
 •   If you have walk-up service, please be sure the path our drivers use to collect your cart 
       is free of ice and snow, salted and sanded, to ensure driver safety.
 •   Please have carts at the collection point by 7am on your service day.



STAFF UPDATES:

City welcomes our new Human Resources Coordinator, Jill Speidel

Jill Speidel joined the team in September. She holds a B.S. in Business Administration and is a certified Human Resources Information Professional (HRIP). Before joining us, Jill worked at Pohlad Companies as a Senior HRIS Analyst, where she spent several years enhancing and supporting HR systems and data processes. She lives in Saint Anthony Village with her husband, their sons, and three beloved dogs. In her free time, Jill enjoys gardening, tackling home improvement projects, and curling up with a good murder mystery.

Welcome New St. Anthony Police Officer Gaelan Smith

Gaelan first joined the department as a Cadet in 2023, gaining valuable hands-on experience while completing his education. He earned his degree in Law Enforcement with a minor in Leadership from the University of Northwestern-St. Paul. During his studies, Gaelan served in our Cadet program; demonstrating strong dedication to public service. Before joining St. Anthony PD full-time, he also worked with the Minneapolis Park Police, further developing his skills in community policing and public safety. Please join us in welcoming Officer Smith to the St. Anthony Police Department team!

Spirit of St. Anthony Award - Barb Tuominen

The Spirit of St. Anthony Award is given to an employee nominated and chosen by their peers for demonstrating our core values of Trust, Service and Inclusion through their work alongside their peers, with our community residents, and with visitors. This year’s award was presented to Barb Tuominen, the City’s Communications Coordinator. Barb exemplifies the heart of our community through her dedication, enthusiasm, and service. Her commitment to keeping residents informed is second to none. Through newsletters, community updates, and social media, she makes sure everyone stays connected and engaged. Her camera is a familiar sight at events, capturing the moments and memories that bring our community to life. Beyond her communication efforts, Barb is the first to lend a helping hand wherever needed. Her generosity of time, talent, and spirit reflect the values of Saint Anthony Village. THC in the News
Emerging federal and state legislation is poised to significantly reshape the sale of THC products in 2026. New requirements around state licensing, product testing, and accurate labeling create substantial challenges for hemp-derived beverage producers as they work to maintain compliance and keep products on retail shelves. 2026 will be a defining period for the industry – one that could determine the long-term viability of a sector that now contributes a meaningful share of our municipal retail operations revenue.
 
Cannabis Store Update
Through careful exploration, the City has determined that the proposed location for our planned Cannabis store at 3803 Stinson Boulevard would likely entail a complete demolition and rebuild. We are now working to incorporate the separate Cannabis store into our Marketplace location with a secure entrance, display cases and product storage, and discreet kiosk ordering and fulfillment, as well as a community gathering space. Our goal is to complete the renovation in Spring 2026. 

Three Stores: One Brand 
2026 will bring exciting changes with a new cohesive design ensuring that both locations will feel distinct yet familiar. We will blend nostalgia with modern appeal that stays true to our brand yet offers an elevated experience to customers. As we reimagine both locations, we will bring fresh energy to our stores to attract a new generation with curated, quality-first products, expert staff to guide product selection, and lifestyle-focused merchandising.

More than a store – we are a place where connection thrives.
New dedicated gathering spaces at both Marketplace and Silver Lake Village will provide a community hub for tasting events, product demonstrations, seminars and learning sessions. 

2025 in Review
Reduced alcohol consumption has impacted industry sales nationwide. Among Gen Z and Millennials, nearly 2/3 have said they consumed less alcohol in 2025.
Early figures from our 2025 Municipal Liquor Operations (financial statement pending) indicate that sales have decreased around 3.2% from 2024 with gross profit down 3.3% from last year. Growth in the non-alcoholic beverage market continues with THC sales up nearly 25% from 01/01 to 10/31/2025. This year wine sales show only a slight 1.7% decline while spirit sales are down 6.2% and beer sales are down 5.2%. Overall net profit is down 32% year-to-date from 2024. We anticipate the opening of our Cannabis store to have a positive effect on store revenue for 2026.
