HOLIDAY LIGHTS RECYCLING

Drop off old and broken holiday lights in the atrium at City Hall through January 31

HOLIDAY TREE DISPOSAL

Aspen Waste will pick up trees at no charge for residents under the City Single Hauler Contract. To have your tree picked up, bring it to your curb January 1 through January 15. Be sure to remove all decorations, lights, tinsel and tree bags. (Flocked trees are not accepted.)

SKATING RINKS AND WARMING HOUSE INFORMATION

Saint Anthony Village has three parks with both pleasure and hockey rinks:

  • Central Park, 3503 Silver Lake Road
  • Emerald Park, 3925 MacAlaster Drive
  • Silver Point Park, 3010 29th Avenue

Rinks and Warming House Hours:

  • Monday - Friday: 4PM - 8:30PM
  • Saturdays: 10AM - 8:30PM
  • Sundays: 1PM - 8:30PM
  • Weekdays with no school: 10AM - 8:30PM

TIPS TO PREVENT FROZEN WATER PIPES

Whether it’s an unexpected cold snap or an extended deep freeze, very cold winter weather can cause the water in your water pipes to freeze. The pressure of expanding ice can rupture the pipe, releasing hundreds of gallons of water per hour and causing thousands of dollars of damage to your home or business. Expensive, messy…and easily preventable. 

Risky locations
Pipes are most susceptible to freezing when located in an outside wall, under a sink on an outside wall, and in unheated crawlspaces. 
There are several things you can do to prevent freezing pipes:

  • Leave water running at a slight trickle (the size of the lead in a pencil). Be sure to have both hot and cold valves open.
  •  Insulate problem pipes with foam insulation wrap or wrap with electrical heat tape.
  •  Keep crawlspace temperature about 40°F 
  •  Remove outdoor hoses and turn off the outside water supply at the shut off valve inside the house.

Tips on thawing frozen pipes
If a pipe bursts before it is thawed, immediately shut off the water at the water main to prevent further damage! Identify the frozen or ruptured water supply pipe (often pipe will be frosted or have ice on it). Open a faucet supplied by the frozen line, even if you have  not found the frozen spot.

Frozen pipe behind a wall
If the frozen pipe is behind a wall or ceiling, you’ve got a challenge on your hands. You have three choices: turn up heat in house and wait, use infrared lamp(s) to heat the wall, and, as a last resort, tear out part of the wall or ceiling to get at the frozen section of pipe. Then thaw the pipe as an exposed pipe.

Exposed frozen pipe
Never use a flame torch because of the fire hazard it creates. If the frozen pipe is exposed, you have several options including using a hair dryer or a heat lamp. Heat pipe from the faucet toward the frozen area, the water pressure in the pipe will force the ice out once it melts sufficiently.

Burst pipe emergency
As soon as you discover a burst pipe, turn off the water supply via the main water shut-off valve (usually in the basement where service pipe enters your home).

Call a professional plumber
Do what you can to collect and manage the leak. If water has been leaking through for awhile and the ceilings are bulging be careful. The room may not be safe to enter. If you notice the leak quickly you can catch dripping water in buckets.

Turn off electronics/appliances
If water leaks near your electronics or electrical appliances, switch off the breakers for each appliance immediately. If area is wet, don’t touch them!

SNOWBIRD CHECKLIST

Use these smart, proven tips to protect your home from weather damage, break-ins and other risks:

  • Turn thermostat down to 55-60 degrees
  • Replace furnace filter
  • Open doors throughout house, particularly around water meter and cabinet doors under sinks
  • Turn down water heater
  • The City can shut off water service to your house; or homeowner close the valves at the water meter
  • Set an alarm system
  • Stop or forward mail
  • Unplug everything; appliances, electronics, etc.
  • Clean out fridges
  • Use outdoor motion sensor lights; indoor timer lights
  • Ask a trusted neighbor to keep an eye on your property; provide neighbors with your contact information

WINTER PARKING AND SNOW REMOVAL REMINDERS

During winter, the first priority of the City’s Public Works Department is to clear the snow and make streets safe for traffic and emergency vehicles. 

  • NO PARKING on any street for a period of 48 hours, beginning immediately after two (2) inches or more of continuous snowfall, or until the snow removal has been completed curb to curb.
  • Stay back when driving behind plow trucks.
  • It is dangerous for children to dig tunnels in snowbanks created by the plows. Tunnels can cave in which can result in injury. Plow drivers can’t see children playing in or around snowbanks. 
  • Don’t place refuse or recycling containers in the street.
  • Don’t plow, blow, or shovel snow into the street.
  • When shoveling, pile snow downstream of the plowing operations to minimize snow left in your driveway.
  • We understand sometimes the snow removal schedule doesn’t correlate with residents’ snow shoveling schedules. Our drivers do their best to avoid pushing snowbanks onto freshly shoveled driveways or sidewalks.

SEASONAL ROAD RESTRICTIONS - Mid-February thru Mid-March

Seasonal road restrictions on Saint Anthony Village streets typically last from mid-February thru mid-March. Exact dates that restrictions go into effect and are removed each year are provided by the MN Department of Transportation for the Metro Area Frost Zone. These restrictions are enforced to protect infrastructure investment on city roadways during spring thaw. 

  • Please schedule early season construction projects accordingly. 
  • Heavy trucks, delivery of roll-off dumpsters and materials, and other heavy equipment are not allowed on CITY streets during the restriction period. 
  • The City does not issue exception permits.


WHAT IS INFLOW AND INFILTRATION, AND WHY IS IT IMPORTANT?

If you are planning to list your home for sale, you must complete a Sanitary Sewer Line Inspection video and a Sump Pump inspection. This is required to help reduce peak sanitary sewer flows caused by Inflow & Infiltration, to prevent excess clear water from causing inflow and infiltration problems and from sapping sanitary sewer capacity needed for wastewater. This will also help to prevent sewer backups and increased costs of needlessly putting clear water through the wastewater treatment process. These inspections are also required as part of our rental licensing program.
